Columbia, SC…During December 2010, the SC Department of Employment and Workforce (DEW) proposed various regulatory changes, and one of those changes was a proposal to change the due dates for wage and contribution reports for employers (Reg. 47-15 and 47-16). Because this would be considered a regulatory change, the DEW had to allow the public to comment during a 30-day window and hold a public hearing. After receiving comments via mail and holding the public hearing, the DEW has decided not to pursue the regulation change to 47-15 and 47-16 regarding the due dates for wage and contribution reports. These reports will continue to be due by the last day of the month following the end of a calendar quarter.

South Carolina’s Employment Situation - December 2010

The month of December showed a positive trend in total employment through an increase of 4,394. This growth represents a climb in employment over four consecutive months. While this is good news, South Carolina’s unemployment rate shows no improvement. Seasonally adjusted numbers indicate a slight increase in the unemployment rate to 10.7% in December from a rate of 10.6% in November, a one tenth percent change accounting for an additional 2,783 unemployed. Although the unemployment rate increased, this is an improvement of 1.8% since January. Looking at the total labor force (employed + unemployed), we show a gain of 7,177 for an overall level of 2,161,784.

President Barack Obama has signed into law an $858 billion tax package passed by Congress which includes extending the Emergency Unemployment Compensation (EUC) program through January, 2012

President Barack Obama has signed into law an $858 billion tax package passed by Congress which includes extending the Emergency Unemployment Compensation (EUC) program through January, 2012. The unemployment benefit extension would not add any additional new tiers of benefits or weeks for those who have already exhausted the maximum combined state and federal assistance up to 99 weeks. This action does assure that long-term unemployed workers in states hardest hit by the economic downturn will be able to receive the standard 26 weeks of regular benefits plus up to 73 weeks of EUC and Extended Benefits (EB).

South Carolina’s Employment Situation - November 2010 - State’s Unemployment Rate Declines for Third Consecutive Month

South Carolina’s seasonally adjusted unemployment rate decreased to 10.6% in November from a rate of 10.7% in October. Over the month, the number of employed increased by 2,610, and the number of unemployed decreased by 1,160. This continued decline in unemployment represents a move downward of 1.9 percentage points in the state’s unemployment rate since January of this year, when the rate was estimated at 12.5%. During the month, the total labor force (employed + unemployed) grew by 1,450 to 2,154,179, indicating a positive outlook. This gradual movement of declining unemployment and increasing employment, along with an increase in the labor force, remains encouraging.
