The State Workforce Development Board

The mission of the State Workforce Development Board (SWDB) is to create a competitive workforce advantage for South Carolina by ensuring that a quality and effective workforce system exists to improve the prosperity of businesses and the lives of South Carolinians.

SWDB’s aim is to drive workforce development by providing direction to the S.C. Department of Employment and Workforce (DEW) and the workforce system on workforce development issues, particularly those pertaining to the Workforce Innovation and Opportunity Act.

There are four committees' that comprise SWDB. Each committee has a specific goal in order to execute all of the necessary SWDB functions:

In Plan Year ‘15 SWDB funded several initiatives that provide training and job opportunities to upskill the existing workforce. The initiatives include:

  • EvolveSC

    • Provides training opportunities to employers for their existing workforce and training opportunities for new employees into entry level positions requiring a certificate

  • Incumbent Worker Training (IWT)

    • Provides training to current businesses due to: expansion, new technology, retooling, new services/product lines and new organizational structuring or a part of a layoff aversion strategy
  • Job Profiles

    • Helps match the skill sets and skill levels needed for a business by using the WorkKeys test score. Using the test score provides potential workers that are a good fit for the types of knowledge and soft skills required.
  • Apprenticeships for Priority Populations (youth, individuals with disabilities, ex-offenders, veterans) 
    • Gives students hands-on training to give them access to the information and technical assistance to help build the pool of skilled workers

SWDB also supports partnerships in different capacities across the state. Through these partnerships, many programs have been created including: Second Chance, Back To Work, Education 2 Employment (E2E), Palmetto Academic and Training Hub (PATh) and the S.C. Talent Pipeline. 

  • Second Chance is a program for non-violent offenders to receive hands-on training for a specific skill set prior to being released. They also go through extensive employment skills training to be prepared to go through the interview process and obtain a job.
  • Back to Work helps the homeless population in Columbia, S.C., transition into permanent housing and then back into the workforce by going through a five-week, boot-camp style program to develop skills. 
  • E2E is a pilot program to help disconnected youth in the North Charleston area by providing intensive career coaching to assist them in achieving self-sufficiency.
  • PATh is South Carolina's renamed Eligible Training Provider List that has been updated to have a more user-friendly platform, but also the capability to have a more robust database.
  • S.C. Talent Pipeline is an innovative approach to talent development by aligning key partners, including economic development, education and workforce around the goal of building and creating an ongoing, skilled workforce.
