The State Workforce Development Board

The mission of the State Workforce Development Board (SWDB) is to create a competitive workforce advantage for South Carolina by ensuring that a quality and effective workforce system exists to improve the prosperity of businesses and the lives of South Carolinians.

SWDB’s aim is to drive workforce development by providing direction to the S.C. Department of Employment and Workforce (DEW) and the workforce system on workforce development issues, particularly those pertaining to the Workforce Innovation and Opportunity Act.

South Carolina Department of Corrections

The South Carolina Department of Corrections (SCDC) protects citizens by confining offenders in controlled facilities and by providing resources to prepare inmates for their reintegration into society. The mission of SCDC is safety, service and stewardship: SCDC protects the public, the employees and the inmates, provides rehabilitation and self-improvement opportunities for inmates, and promotes professional excellence, fiscal responsibility and self-sufficiency.

In an effort to prepare returning citizens for employment and independence upon release, SCDC and DEW created a partnership called Second Chance. Started as a pilot project in a Columbia facility, the Second Chance program is expanding to additional facilities. Through this initiative, DEW provides a full-time employee, coaching and materials to assist returning citizens in work-skills training. The tools they learn through the Second Chance program help leverage the skills they’ve acquired through the work programs.
